New regulations to come into force this year
Les Coteaux completely overhauls its urban planning bylaws
On Tuesday, January 7, the Municipality of Les Coteaux invited interested citizens to a public information session to present the revision of its urban planning bylaws.
More specifically, the urban plan, zoning, subdivision, construction, permit and certificate, conditional use and demolition bylaws, as well as all regulations related to the architectural site plan (PIIA) and minor derogations, have all been revised in recent months. A Plan particulier d'urbanisme (PPU) was also drawn up during the same period. All were adopted on December 16 and should come into force in the coming months.
A long-term process
The municipal administration has been working on this project to revise its urban plan and regulations since November 2022. The bylaws that were overhauled were almost 30 years old and no longer responded to current issues. They therefore needed to be modernized in order to prepare the municipality's development for the next decade, and to tie in with regional planning.
The process began with an online survey of citizens in February 2023 to find out their needs and vision for the municipality. The results of this survey were used to guide the municipal administration in drafting the by-laws.
Before being presented to the public, the amended by-laws had to comply with provincial government orientations and the revised Schéma d'aménagement et de développement of the MRC de Vaudreuil-Soulanges.
An urban plan based on six development orientations
The new urban plan is based on six development orientations that represent the planning basis for the objectives, means of action and land use allocations.
These are to consolidate the urbanization perimeter in a harmonious manner, to protect and enhance the agricultural environment, to ensure sustainable development of the area, to manage environmental concerns, to promote recreational and tourist attractions and to highlight Les Coteaux's heritage.
The next steps in this file are as follows:
- Filing of notice of motion: January 13, 2025;
- Adoption of by-laws: January 20, 2025;
- Public notice for the Municipal Commission: January 21, 2025;
- Public notice for registry (zoning and conditional use only): 2025;
- Holding of a register (zoning and conditional use only) If applicable, public notice for holding of a referendum (zoning and conditional use only): 2025;
- Approval by MRC: 2025;
- Public notice of coming into force: 2025;
