Rivière Delisle in Les Coteaux: financial assistance from the Municipality

The Municipality of Les Coteaux announces the implementation of a financial assistance program for owners of residences located near the Delisle River and affected by Bylaw 303. The resolution was unanimously approved by the municipality's elected officials at the regular meeting held on December 16. 

For the uninitiated, Bylaw 303 is designed to protect residences located along the Delisle River and to limit the work that can be carried out there. It regulates work on main buildings, accessory buildings and swimming pools, infrastructures, earthworks and miscellaneous work, subdivisions, sensitive uses and protection work to be carried out in these zones. The by-law defines the risks and setbacks to be respected for each type of work to be carried out. 

For most types of work, the setback is set at 40 metres. In some cases, it can be as low as 20 metres, depending on the type of work to be carried out and the terrain on which it is to be carried out.

“The financial assistance program will come into effect on January 1, and is designed to help residents in this sector who need to carry out geotechnical studies before doing any work on their property. It will be in place for an undetermined length of time, in order to support as many needy citizens as possible. I can assure you that the entire municipal council and administration are working very hard on the rue Lippé and rivière Delisle file,” said Mayor Sylvain Brazeau.  

Financial assistance, which covers up to 50% of costs, with a maximum of $5,000, will be reviewed each year according to needs and available resources. To be eligible, you must: 

 - be the owner of a residence located in a zone covered by the interim control by-law, before February 27, 2024; 

- the work requires a geotechnical study in compliance with the by-law. New construction of main buildings is not eligible.

- the study must be carried out by a qualified professional (geotechnical engineer or recognized consultant). 

Details of financial assistance

- Eligible expenses include study costs, assessments and submission of required documents.

- Only one application per property per year is accepted, until the allocated budget is exhausted.

How do I apply?

An application form will soon be available on the Municipality's website.

Documents required :

- Work permit; 

- Proof of ownership; 

- Quotation or invoice for geotechnical study; 

- Other documents requested by the Municipality.

Applications will be processed on a first-come, first-served basis, provided the file is complete and compliant.

Reimbursement will be made upon completion of work and presentation of a receipted invoice.Program duration
