Les Coteaux Taxpayers to See a 2.61% Increase in Municipal Taxes for 2025
Taxpayers in the Municipality of Les Coteaux will see their municipal tax bills rise by 2.61% in 2025. This announcement was made by Marco Jean, Treasurer and Head of Administrative and Financial Services, during a special session to adopt the 2025 financial plan.
The session took place on Monday, December 16, at 6:30 p.m. at Les Coteaux Town Hall, located at 65 Route 338, preceding the regular December council meeting.
2025 Budget Breakdown
The operating budget for Les Coteaux in 2025 will total $10,157,666, allocated as follows:
- Operating Revenues: $10,009,900
- Unallocated Surplus Appropriations: $86,600
- Reserved Surplus and Allocated Reserves Appropriations: $61,166
On the expenditure side, the same total amount will be divided into two categories:
- Operating Expenses: $8,947,526
- Debt Service (principal + interest), reserve transfers, revolving fund repayments, etc.: $1,210,140
Departmental Expense Highlights
Most municipal departments will see increased expenses in 2025 compared to the previous year. Key changes include:
- General Administration: +6.49%
- Public Safety: -6.11%
- Transportation and Roads: +13.45%
- Sanitation, Sewer, and Waterworks: +5.48%
- Urban Planning and Development: +17.64%
- Recreation, Culture, and Community Life: -4.58%
The municipality’s contributions to the MRC de Vaudreuil-Soulanges will also rise by 1.4% overall.
Revenue Sources for 2025
The municipality’s primary revenue streams are projected as follows:
- Property Taxes, Sector Taxes, and Payments in Lieu of Taxes: 48.84%
- User Fees: 29.05%
- Transfers (Grants): 4.50%
- Transfer Duties: 9.99%
- SQ Rebates: 1.40%
- Other Revenues (camping, fines, permits, tax account interest): 5.55%
- Licenses and Permits: 0.67%
Average Tax Rate of 2.61%
The average property value in Les Coteaux has increased by 57% compared to last year. According to the new property assessment roll effective for 2025, 2026, and 2027, the average property is valued at $463,159.
“The tax increase will be around 2.61% for an average home, although the exact amount will vary depending on the property’s value,” explained Mayor Sylvain Brazeau. “In 2025, we’re planning for the future, which is why we’ve introduced two new special taxes for road reserves and territorial enhancement. The goal is to set aside funds to finance future projects in these areas.”
For 2025, the base residential and vacant land tax rate will be $0.2110 per $100 of property value. For buildings with six or more units, the rate will be $0.2813 per $100. The non-residential property tax rate will be $0.6110 per $100, while the industrial rate will be $0.6416 per $100. Agricultural properties will have the same rate as residential properties.
Service Fees
Taxpayers will pay $24.96 more in service fees in 2025, with the following amounts:
- Water: $391.67
- Sewer: $320.80
- Recycling: $60.95
- Garbage Collection: $168.14
- Compost: $70.18
Special Taxes
Additional special taxes will be applied to residents’ tax bills in 2025, including:
- Road Reserve: $0.0076 per $100
- Territorial Enhancement Reserve: $0.0018 per $100
- Revolving Fund Repayment: $0.0032 per $100
- Building Financial Reserve: $0.0000 per $100
