Saint-Lazare’s elected officials adopted a $46.2 million budget and a 1.8% property tax increase on December 10.

For 2025, Saint-Lazare plans to allocate $16.6 million, representing 36% of its budget, to general administration. Nearly 20% of the budget will be directed to various contributions, such as the MRC, CMM, and ARTM, among others.

On the revenue side, the administration projects $33 million will come from property taxes. Additionally, the city expects to collect $3.6 million through transfer duties, including the welcome tax, an increase of $100,000 compared to 2024.

“I’d like to first thank all the departments for their tremendous work. Each year, it gets harder. We face numerous challenges, along with significantly more responsibilities, without the resources to match. For a city like Saint-Lazare, which relies primarily on residential taxes to sustain operations and provide services to its citizens, this situation will soon become unsustainable,” said Mayor Geneviève Lachance, emphasizing that this issue is not unique to Saint-Lazare but is faced by municipalities across Quebec.

Rising Property Values

Like many other cities, Saint-Lazare will implement a new three-year property assessment roll starting in January 2025. This increase has significantly impacted the budget's formulation. The average value of a single-family home has risen from $467,600 to $702,694, while the city’s standardized property wealth has climbed from $3.8 billion to $5.7 billion.

“This year, we have a new assessment roll. On average, there’s a 50% increase for an average home. Similar trends have been observed across Quebec in municipalities with updated rolls. Naturally, municipalities adjust their tax rates to account for this increase. In the first year of a new roll, the rate may vary depending on how a property’s assessment compares to the average home,” added Mayor Lachance.

Homeowners can therefore expect a 1.8% increase in property taxes, equivalent to $66.01 for an average residence.

Finally, the council adopted its three-year capital expenditure plan for 2025, 2026, and 2027. The mayor clarified that this is primarily a planning tool and that the projects listed are not “set in stone.”

For 2025, an estimated $50.6 million will be allocated to various projects, including extending the water network, renewing sewer and water mains, and developing a youth center, among others.
