Coteau-du-Lac Unveils Triennial Capital Investment Plan for 2025-2027

During the council meeting on Tuesday, December 10, Coteau-du-Lac city officials adopted the Triennial Capital Investment Plan (TCIP) for 2025, 2026, and 2027. This plan outlines the municipal administration's proposed projects for the next three years, along with their associated costs.

For the upcoming year, the TCIP estimates expenditures of $19,692,233. In 2026 and 2027, the city anticipates spending $27,509,356 and $20,636,800, respectively.

“To reassure residents, it’s important to note that all expenditures listed in the TCIP must be approved by the municipal council before being carried out. Nothing in the TCIP is set in stone. If a project isn’t completed in one year, it can be postponed to the next,” explained Mayor Andrée Brosseau prior to the TCIP’s adoption.

Detailed Breakdown of 2025 Investments

The largest portion of the 2025 budget will be allocated to the Transportation sector, with $11,245,551 planned. The remaining investments will be distributed as follows:

  • Public Health and Sanitation: $6,010,000

    • Key projects:
      • Generator installation at Léon-Malouin station and wastewater treatment plant: $1M
      • Upgrades to Blanchard and Soulangeois pumping stations and refoulement pipes: $4M
  • Leisure and Culture: $1,926,000

    • Key projects:
      • Upgrading trails at the Quatre-Saisons Nature Center: $300,000
      • New play module for children aged 0-5 at Henri-Paul-Desforges Park: $46,000
      • Refrigerated skating rink: $300,000
      • Renovations to the community center: $100,000
      • Bicycle path redevelopment along Route 338 near Quatre-Saisons Park: $200,000
      • Library expansion: $400,000
      • Heating and cooling unit upgrades at the community center: $195,000
  • Administration: $305,682

    • Key projects:
      • Electronic signage at the intersection of Routes 338 and 201: $94,304
      • City entrance signage: $155,000
      • Website updates: $36,378
  • Fire Services: $195,000

    • Key projects:
      • Replacement of the Suburban command vehicle: $95,000
      • New high-capacity breathing cylinders: $33,000
      • Fire station floor replacement: $33,000
      • Security camera system upgrade: $10,000
      • Purchase of four tablets with accessories: $24,000
  • Transportation: $11,245,551

    • Key projects:
      • Replacement of vehicle VEH-75 with a new F550 dump truck: $207,000
      • Pavement pulverization and resurfacing: $1M
      • Road drainage improvements on St-Emmanuel Road: $1.2M
      • Reconstruction of Chemin du Fleuve (East section): $6M
      • Municipal property fencing: $108,000
      • Cathodic protection of cast-iron water mains: $250,000
      • Extension of municipal services to Route 338: $426,700
      • Rehabilitation of a culvert near 72 Chemin Delisle Nord: $130,000
  • Other: $10,000

    • Key project:
      • Installation of a public notice board at City Hall: $10,000

Funding Sources

Treasurer Sylvain Bernard noted that the 2025 TCIP projects will be financed through unallocated surpluses, reserves, the working capital fund, or municipal taxes.

This plan serves as a roadmap for Coteau-du-Lac’s development, ensuring transparency and alignment with the city’s priorities over the next three years.
