Property tax: 2.75% increase in Pincourt

On Tuesday, December 10, the Town Council of the Town of Pincourt adopted its budget for fiscal year 2025, which amounts to $32,335,900 and a property tax rate increase of 2.75%.

The increase in general property tax for 2025 is mainly due to higher budgets for external organizations, which translates into a 5.42% increase in co-payments, including services provided by the ARTM (6%), the Sûreté du Québec (6.93%) and the CMM (4.16%), among others. In addition, the Town of Pincourt's incompressible expenses in 2024 amount to over $29 million, representing more than 89% of total expenses.

The increase in the assessment roll has had a significant impact on the budget. In fact, the residential sector has seen an increase of over 44%. To offset this increase and maintain an adequate rate, the Town significantly reduced its property tax rate, which prevailed in 2024.

Thus, for the average home, the general property tax increase will be 2.75%. Together with the cost of municipal services (water, sewer, garbage, recycling and organics), this will translate into a tangible tax bill increase of $127.73 for the average home. 

A large part of the $127.73 increase is attributable to a $50.11 increase in the Régie de l'eau's debt. The Régie had to carry out a number of upgrades in order to continue offering quality water to its member towns.

For this budget, the municipal council also had to consider the Montreal inflation rate (CPI Montreal) of around 3.38% in its decision-making.

“Since the last election, the municipal administration, Council and I have worked with determination to improve the quality of life of our citizens. Once again, we have managed to present a budget below the Montreal CPI. However, we are aware that even a slight increase can represent a challenge for some households,” said Claude Comeau, Mayor of Pincourt. “Thanks to the optimization work undertaken over the past few years, we are presenting you with a responsible budget that promotes the development of our town for the benefit of all.”

Mayor Comeau wishes to reassure the population that transparent and rigorous financial management will continue, across all Town departments, in concert with the Town Council, to ensure the responsible and efficient use of public funds. 

Three-year plan (2025-2026-2027)

The Three-Year Capital Investment Program (PTI) amounts to over $33 million. This well-thought-out, ambitious program will enable the Town to continue improving and maintaining its infrastructure while meeting the needs of our community. A number of projects will see the light of day over the next few years, helping to sustain and enrich our dynamic living environment.

“In 2024, we were able to carry out projects for the population, such as the basketball courts as well as improvements to various parks and green spaces. We were also able to improve our infrastructure, with little financial impact on the population,” concluded Mr. Comeau.
