Vaudreuil-Dorion Adopts $120.5M Budget and 5.4% Tax Rate for 2025

The municipal council of Vaudreuil-Dorion has adopted a 2025 budget totaling $120,539,844 with a 5.4% tax rate increase. The highlights of the new budget were presented by Marco Pilon, Treasurer and Director of Finance, during a special session on Monday, December 9.

"All municipal departments worked together to limit the tax increase by analyzing their budgets and proposing responsible solutions. This collective effort reflects our commitment to rigorous and efficient management," said Marco Pilon.

"Our financial situation is excellent, and our property wealth continues to grow remarkably. For 2024, our standardized property wealth (SPW) reaches $12,048,696,751," added Mayor Guy Pilon.

Property Value Increases and Tax Rate Adjustment

In 2025, the city will implement a new triennial property assessment roll, a mandatory exercise for municipalities in Quebec every three years.

Conducted by an independent external firm, this assessment reflects an average 40.33% increase in residential property values. To mitigate the impact on citizens, the city has decided to lower its property tax rate.

The general property tax rate will decrease from $0.5984 to $0.4541 per $100 of assessed value in 2025. Despite this adjustment, the average tax bill, including the water tax, will increase by 5.4%, or approximately $162 per year for a home valued at $588,200—an increase of about $14 per month.

The residential property tax, excluding the water tax, covers all essential services, including waste collection (garbage, recycling, organic waste), police services from the Sûreté du Québec, and contributions to the regional county municipality (MRC), the Montreal Metropolitan Community (CMM), and the Regional Transit Authority (ARTM).

"Unlike many cities, our tax rate includes all essential services. While some may find the 5.4% increase significant, the average tax bill remains among the lowest for a city of our size," said Mayor Pilon.

Major Investments in 2025

Despite budget constraints, several key initiatives are planned for 2025, including:

- $400,000 for the sewer network master plan (stormwater, sanitary, and combined systems)
- Upgrading the city’s website
- A campaign to promote bike lane sharing
- Adoption of a citizen consultation policy
- Establishing a municipal bike patrol
- Continuing the object library project
- Developing a climate change adaptation action plan

Additionally, the city plans to municipalize summer camps, previously managed by a nonprofit organization, and the municipal patrol service, previously outsourced to a private company. These two new budget items alone represent $1.6 million.

Unavoidable expenses, which account for 83% of the total budget, include operating costs, snow removal, debt servicing, and waste management. These items total over $100 million.

The cost of Sûreté du Québec services has also increased, rising from $7.3 million in 2024 to $8 million in 2025.

"Vaudreuil-Dorion is still in a growth phase, requiring significant investments in structuring projects such as the municipal hub, infrastructure for the new hospital, additional sports facilities, and improvements to our road network. Simultaneously, we must allocate financial resources to renew aging infrastructure to meet current and future community needs. This is an opportune time to invest, especially as the arrival of the hospital and the construction of hundreds of housing units in the Harwood-De Lotbinière and Gare sectors promise to generate significant new revenue," said Mayor Pilon.

"Our goal remains to provide accessible, high-quality services to our citizens. Many activities offered to the population are free or low-cost," he added.
