Docteur-Oscar-Gendron industrial park: Rigaud surveys its population

The elected officials of the City of Rigaud wish to initiate their reflection on the concept to be retained for the development of Docteur-Oscar-Gendron Park, located in the western sector of the City, an area bounded by the Saint-François railroad line, Saint-Jean-Baptiste Street West and Agathe Street.

To this end, the City has mandated APUR to assist it and solicit input from various stakeholders through public consultations. The first online public consultation has been launched and will be accessible until Monday, January 6, 2025 at 4:30 p.m.

As owner of the majority of the land in the industrial park, the City wishes to authorize the construction of apartment buildings in its industrial park, considering that the current Schéma d'aménagement et de développement révisé 3e génération (SADR3), of the MRC de Vaudreuil-Soulanges, restricts uses that are detrimental to the long-term development of both the City and the MRC.

Currently, SADR3 identifies the City's industrial parks within the agri-food cluster. Consequently, it is required that uses related to agri-food activities be authorized and prioritized. The City may, however, authorize uses that are complementary and compatible with agri-food activities. Residential uses, however, are excluded. 

In the city's view, this exclusion limits the potential for higher-density residential development. 

In October 2024, a resolution was submitted to the MRC requesting a review of the park's vocation to include high-density residential and commercial projects, particularly in view of the changing demographics and needs of the Rigaud community in terms of housing, transportation and accessibility, as well as those who work and shop there.

According to the resolution adopted by the Rigaud municipal council and submitted to the MRC, the location of the Docteur-Oscar-Gendron industrial park would be “conducive to the establishment of medium- to high-density residential use, notably through its proximity to the Saint-François residential district, bordered by a potential bicycle path on the old railroad line and accessible via Saint-Jean-Baptiste and Jules-A.-Desjardins streets.” 

Citizens have their say

The online survey is therefore aimed at anyone aged 14 and over, long-time or recent Rigaud residents, workers, visitors, shopkeepers, real estate entrepreneurs, community organizations and anyone who has had to leave Rigaud due to a lack of housing, and who would like to share their vision, wishes and concerns regarding the development of this sector in the context of a park dedicated solely to the agri-food industry, and in the context of the possibility of adding residences and businesses to the agri-food industrial vocation.

Following the survey, the data will be compiled and development concepts will be drawn up. These concepts will be presented to those who wish to have their say on development (residents, developers, community organizations, merchants, etc.) at a participatory workshop in 2025 (possibly in late spring) lasting approximately 3 hours.

Any concept retained will enable the urban planning division to put in place the regulations required to achieve the objectives desired by the people consulted and the elected officials, in accordance with the vocation permitted by the MRC.

The online survey takes less than 10 minutes to complete and can be accessed by 4:30 p.m. on Monday, January 6, 2025 at www.ville.rigaud.qc.ca/sondages. It can also be completed from a computer workstation at the library for those who don't have a digital device, or by obtaining a hard copy at the Town Hall reception desk during opening hours.
