CARA project to welcome its first tenants in March 2025
New rental building takes shape in Vaudreuil-Dorion
Over the coming months, the City of Vaudreuil-Dorion will be welcoming new residents to the CARA real estate project, currently under construction on rue Émile-Bouchard. The first tenants will move into the new 12-storey building, owned and managed by Plan A, in March 2025.
The company already owns and manages the VELA project, located near CARA. Dignitaries and members of the media were invited to take official photos on the terrace of one of the VELA buildings on Thursday, October 3. The mayor of Vaudreuil-Dorion, Guy Pilon, was among the guests.
“This is Vaudreuil-Dorion's new downtown, with the upcoming arrival of the municipal hub that will house City Hall and the municipal library. A multi-storey rental project like this allows people who have lived here for years to stay after selling their homes. There are a number of amenities and it's close to everything, so it's a great option to consider,” emphasized the chief magistrate, who expressed his delight at the arrival of this new project on municipal territory.
A $300 million project
The new CARA rental condo project in Vaudreuil-Dorion features a unique residential concept that promotes relaxation and community living.

“All in all, when the VELA and CARA projects are combined, Plan A will have 1,400 doors in Vaudreuil-Dorion, which will ultimately represent investments of $600 million. To date, we have invested $300 million. We will begin construction of phase 2 of the CARA project in March 2025. This will include 225 housing units. Phase 1, which will be completed next March, will include 200 apartments ranging from studios to 5 and half units, including penthouses. We're very pleased that both projects are located in the heart of Vaudreuil-Dorion, close to all amenities,” says Sami Hajjar, President and CEO of Plan A. Completion of the project is scheduled for 2028.
“With the arrival of the new hospital and the nearby municipal hub, demand for rental condos is on the rise. We'll try to complete phase 2 on schedule to house the workers who will be working there every day,” he added.
Many amenities
Tenants renting an apartment in the CARA project will be able to benefit from numerous services right in their living environment. VELA also offers common phases and services, albeit of a lesser variety.
“There will be two bowling alleys, two swimming pools, a restaurant, a conference room available for rental, a large gymnasium and a spa. Contrary to what you might think, we welcome people aged between 25 and 90 in our real estate projects. CARA will have twelve floors,” he adds.
An indoor parking garage will also complete the project. “VELA is our first project in Vaudreuil-Dorion. To date, 30% of Phase 1 units have been sold. As an indication, unit prices start at $1,400 per month, depending on the size of the unit occupied,” he reveals.
In closing, Mr. Hajjar wished to acknowledge Mayor Guy Pilon's contribution to the project. “He was the one who pushed hard at the beginning to sell his city to us and encourage us to settle here. It's thanks to him that we're here and that our projects are a great success.”
Finally, what is Mayor Pilon's response to those who are unhappy about the traffic that will increase in the area as a result of this project. “This is not a bungalow neighborhood, where everyone leaves at the same time in the morning for work and returns at the same time in the evening. For the most part, retirees live here. We're also very close to the train station, which is a good thing for those who work in the metropolis, especially these days with all the traffic generated by the Île-aux-Tourtes bridge,” he concluded.
