In accordance with the new objectives of the Quebec Residual Materials Management Policy (PQGMR) and the Organic Materials Valorization Strategy (SVMO), the Vaudreuil-Soulanges MRC's 2024-2030 Residual Materials Management Plan (PGMR) came into effect on December 25, 2023.

A residual materials management plan is a regional planning tool designed to ensure the integrated management of residual materials. The Vaudreuil-Soulanges MRC is subject to two residual materials management plans. Member municipalities of the Communauté métropolitaine de Montréal (CMM) are subject to the Plan métropolitain de gestion des matières résiduelles (PMGMR). Municipalities outside the CMM zone are subject to the Plan de gestion des matières résiduelles de la MRC de Vaudreuil-Soulanges (PGMR).

The new PGMR of the MRC de Vaudreuil-Soulanges therefore applies to the following municipalities:

- Coteau-du-Lac;
- Les Coteaux;
- Pointe-Fortune;
- Rivière-Beaudette;
- Saint-Clet;
- Saint-Polycarpe;
- Saint-Zotique;
- Sainte-Justine-de-Newton;
- Sainte-Marthe;
- Rigaud;
- Saint-Télesphore;
- Très-Saint-Rédempteur;

In a rigorous process, the revision of the Vaudreuil-Soulanges MRC's residual materials management plan began in January 2022 by the MRC team, in compliance with the Loi sur la Qualité de l'Environnement (LQE). The draft PGMR 2024-2030 was then adopted in February 2023, and public consultation meetings were held in the spring of 2023. Following receipt of the PGMR's notice of conformity from RECYC-QUÉBEC, and at the December 13, 2023 meeting, the council adopted bylaw number 259, formalizing the coming into force of the PGMR 2024-2030.

"The Plan de gestion des matières résiduelles (PGMR) of the MRC de Vaudreuil-Soulanges aims to meet the major challenge of reducing as much as possible our materials that are sent for disposal in addition to proposing concrete means to achieve this.This plan will guide us in making decisions regarding the management of our residual materials on the territory, and will enable us to pursue our efforts to improve the MRC's ecological footprint and thus participate in the collective effort to fight climate change," mentions Patrick Bousez, prefect of the MRC de Vaudreuil-Soulanges and mayor of the municipality of Rivière-Beaudette.

A new work of art in the MRC's institutional collection

As the cultural representative of the MRC de Vaudreuil-Soulanges, the Conseil des arts et de la culture de Vaudreuil-Soulanges (CACVS) issued a call for proposals for the creation of a work of art to illustrate the cover page of the PGMR 2024-2030.

The selection committee chose the work of artist Isabelle Deprez.

At the MRC de Vaudreuil-Soulanges council meeting on January 24, representatives of the MRC, the CACVS and the artist unveiled the work entitled "Cycle toujours", which will appear on the cover of the PGMR 2024-2030. The CACVS is proud to have accompanied the MRC throughout this process.

"It was a privilege for me to be selected to create the cover artwork for the residual materials management plan. In this digital work, the illustration represents the principle of the 3RV: reduction of consumption with the man and the apple, reuse as indicated by the thrift store, recycling via the blue bin and recovery through compost. Graphically, the various elements are interwoven like a small ecosystem living in harmony. Each element has its own importance and blends into a coherent entity," emphasizes artist Isabelle Deprez.
