Pincourt adopts its 2024 budget

The Municipal Council of the Town of Pincourt has adopted its budget for fiscal year 2024, which amounts to $29,964,000. Rising costs for essential services to the population, combined with high inflation and rising interest rates, have made budgeting difficult. General property tax increased by 3.23%.

The increase in general property tax for 2024 is mainly due to higher budgets for external organizations, which translates into a 4.53% increase in co-payments, including services provided by the Sûreté du Québec (6.54%), the CMM (13.06%) and the MRC (5.41%), as well as major contracts of 10.86%.

In addition, the Town of Pincourt's incompressible expenses in 2023 will amount to over $26 million, representing more than 88% of total expenses. Despite this increase, which is lower than the rate of inflation, the Town is maintaining the integrity of its services and plans to enhance its recreational offering in 2024.

As the tax rate for the average home is 3.23%, together with the cost of municipal services (water, sewer, garbage, recycling and organics), this increase will translate into a tangible $110 increase in the average home's tax bill.

For this budget, City Council had to consider the Montreal inflation rate (Montreal CPI) of approximately 5.85% (September 2022 to September 2023) in its decision-making. With the cost of said services, the City's combined rate is 3.43%.

"Since the last election, the administration, the council and I have worked to improve the daily lives of our citizens. Despite inflation, we have succeeded in curbing municipal tax increases as early as 2022. We know that any increase can weigh heavily on some households. However, this measure remains essential to guarantee your safety and well-being," emphasized Claude Comeau, Mayor of Pincourt.

"By optimizing our working methods, we are presenting you with a responsible budget that promotes the development of our town for the benefit of all." Mayor Claude Comeau wishes to reassure the population that transparent and rigorous financial management will continue, across all Town departments, in concert with the Town Council, to ensure the responsible and efficient use of public funds.

Three-year plan (2024-2025-2026)

The three-year capital expenditure program for the next quarter amounts to over $16 million. This is a responsible three-year program in these inflationary times, which will nonetheless enable the Town to continue improving and maintaining its infrastructures.

A number of projects will be carried out over the next few years, with the aim of serving Pincourt's youth in particular. Mayor Claude Comeau would like to thank the managers and the municipal council for their hard work in drawing up the 2024 budget.

"In 2023, we were able to carry out projects for the population, such as the pickleball courts and the P-Town Plaza (park for all rolling sports, such as skateboarding, rollerblading, BMX, etc.), without any financial impact for the population. In 2024, we plan to add our basketball courts to the Olympic Park, in order to maximize the sports offer for our youth," concluded the mayor.
