As of January 1, 2024, owners of vehicles registered within the Communauté métropolitaine de Montréal (CMM) will be subject to a new registration tax. Imposed since 2011 on Montreal motorists, this tax will now apply to all cities making up the CMM.

Adopted by the CMM council on April 28, 2023, this measure aims to diversify the sources of funding for the Montreal metropolitan region's public transit network, to meet the population's needs for sustainable mobility, while helping to reduce GHG emissions and traffic congestion.

In Vaudreuil-Soulanges, only residents of L'Île-Perrot, Notre-Dame-de-l'Île-Perrot, Pincourt, Terrasse-Vaudreuil, Vaudreuil-Dorion, Saint-Lazare, Pointe-des-Cascades, Vaudreuil-sur-le-Lac, L'Île-Cadieux, Hudson and Les Cèdres will be affected by this new tax, which amounts to $59 for 2024. This tax is in addition to the $30 public transit contribution collected by the SAAQ on behalf of the Ministère des Transports et de la mobilité durable.

The registration tax will also be collected by the Société de l'assurance automobile du Québec (SAAQ), but on behalf of the ARTM (Autorité régionale de transport métropolitain). 

Indexed annually to the consumer price index, this tax will raise an additional $122 million by 2024 to finance public transit services.

Diversifying and balancing revenue sources

In a context where public transit systems in the Montreal metropolitan region are facing major funding challenges, the ARTM believes that this measure will help diversify revenue sources and support the development of services. 

The ARTM also points out that motorists' share of funding for metropolitan public transit has steadily declined over the years, from 8% in 2001 to 5% today. If this trend continues, this share will fall below 3% by the end of the next decade. It is therefore more important than ever for the ARTM and its partners to secure predictable and sustainable sources of revenue to continue providing public transit services that meet the needs of users.
